Education
In 1974 he graduated from the Leningrad Polytechnic Institute named after M.I Kalinin with a degree in Thermophysics.

Career
Russian scientist, professor and rector of ITMO University (since 1996). Chairman of the Rectors Council of Saint-Petersburg Universities (since 2004), corresponding member of the Russian Academy of Education (since 2008), corresponding member of the Russian Academy of Sciences (since 2011).
In December 1995 Vladimir was elected as a rector of ITMO by the Conference of the University's labor collective.

Professional achievements and awards
For the creation of a satellite network in 2000 the team of authors with Vladimir were awarded the Prize of the Government of the Russian Federation in the field of education. In 2005 he received the Prize of the President of the Russian Federation.

Expert activity
Since August 6, 2012 - Member of the Expert Council under the Government of the Russian Federation. Honorary Citizen of Saint-Petersburg (2013).
Member of the Central Council of the All-Russian Society of Inventors and Rationalizers.
